A strike to coincide with the Budget speech could be affecting people's driving tests.
Some examiners are members of the Public and Commercial Services (PCS) union, which planned the 24-hour national walkout.
Strikers were forming picket lines outside the Treasury, Downing Street and Parliament, to reinforce their message to the Chancellor as he passed by to deliver his Budget in the Commons.
The strike action was called in response to proposed cuts to public sector jobs and services and cuts to the level of redundancy paid to civil servants losing their jobs.
The Driving Standards Agency told candidates with tests booked for March 24 to attend as scheduled, saying not all examiners are members of the union.
The DSA website said: "We don't know at this stage who will attend for work, which is why we ask that you arrive for your test regardless. You don't need to do anything and there is no need to contact DSA."
The site states that people unable to take a test because of the action will have the test rebooked automatically, free of charge, and an appointment confirmation will be sent by email or post.
